The short answer
Most states now charge an extra yearly fee to register an electric car, because EV drivers don't pay gas tax, which pays for roads. In 2026:
- 41 states charge an EV fee. Most are between $100 and $250 a year.
- Highest: New Jersey, $270 a year (from July 1, 2026), then Michigan ($267) and Georgia ($238.59).
- Lowest: Hawaii and South Dakota, $50 a year. South Carolina charges $120 every two years.
- No EV fee: Alaska, Arizona, Connecticut, Florida, Maine, Massachusetts, Nevada, New Mexico and New York. New Mexico starts one in 2027.
The fee is added to your normal registration. It is not a one-time charge: you pay it every time you renew.

Plug-in hybrids and regular hybrids
Most states with an EV fee also charge plug-in hybrids, usually around half the EV amount. Fewer charge regular hybrids that never plug in: Arkansas, Delaware, Indiana, Kansas, Louisiana, Mississippi, Ohio, Oregon, Rhode Island, South Carolina, Tennessee, Washington, West Virginia and Wisconsin do. Georgia charges a plug-in hybrid only if the owner picks an alternative fuel plate.
Why the amounts change
Several states tie their EV fee to inflation or to the gas tax, so the amount changes over time: Alabama (every four years), Colorado, Georgia, Indiana, Kentucky, Maryland, Michigan, Minnesota, Mississippi, North Carolina, Utah and Virginia. Pennsylvania starts adjusting in 2027 and Tennessee in 2028. Others are fixed in law and change only when lawmakers pass a new bill.
Changes we know about:
- California: $121 now, $127 from January 1, 2027.
- Tennessee: $200 now, $274 from January 1, 2027.
- New Mexico: $0 now, $70 (EV) and $35 (plug-in hybrid) from January 1, 2027.
- Vermont: $89 now; from January 1, 2027 EVs pay 1.4 cents a mile, up to $178.
- New Jersey: $280 from July 1, 2027 and $290 from July 1, 2028.
- Minnesota: the minimum drops from $150 to $100 on July 1, 2027.
Per-mile options
A few states let EV owners pay by the mile instead of a flat fee: Hawaii ($8 per 1,000 miles, capped at $50), Oregon (OReGO) and Utah. Vermont moves EVs to a per-mile fee in 2027.

Frequently asked questions
Which states do not charge an EV registration fee?
In 2026: Alaska, Arizona, Connecticut, Florida, Maine, Massachusetts, Nevada, New Mexico and New York. New Mexico's fee starts January 1, 2027.
Which state has the highest EV registration fee?
New Jersey, at $270 a year from July 1, 2026. Michigan ($267) and Georgia ($238.59) come next. Minnesota's fee is based on the car's price, so an expensive EV can pay more there.
Is there a federal EV registration fee?
No. Congress has considered a $130 yearly federal EV fee in H.R. 8870, but it is a proposal, not law. See the proposed federal EV fee.
Do I pay the EV fee when I first register the car?
In most states, yes, and at every renewal after that. Some states differ: California doesn't charge it on the first registration of a new zero-emission car from a California dealer, Texas charges $400 up front for a new EV's two-year first registration, and New Jersey collects four years at once for a new zero-emission car.
