Worked example: $20,000 private-party car kept in Madison
The car is kept in Madison, Dane County (5% state + 0.5% county = 5.5%). The buyer moves their own plates, files on time, and has no loan on the car.
- State and county sales tax: 5.5% × $20,000 = $1,100.00
- Title: $214.50
- Plate transfer: $0.00
Title-side total: $1,100.00 + $214.50 + $0.00 = $1,314.50.
- New plates: $1,100 + $214.50 + $12 = $1,326.50.
- Kept in Milwaukee (7.9%): $1,580.00 + $214.50 = $1,794.50 with your own plates.
- Kept where no county or city tax applies (5% state only): $1,000.00 + $214.50 = $1,214.50.
- Gift, own plates moved over: $214.50 (tax $0).
- Car passed on after the owner's death (Form MV2300): $0 title fee.
- Applying in person: add $5. With a loan on the car: add $10.
Registration and the local wheel tax (a yearly local fee added at registration) are not in these totals.
The Wisconsin calculator below starts from a $30,000 car with a new registration, so its total ($2,041.50) is different from this example.
How much does a title transfer cost in Wisconsin?
The title fee is $214.50. It went up on October 1, 2025, when the state budget added $7.50 to the $207 base fee. So a page about the 2025 fee may show the older $164.50, which is now out of date. Since October 1, 2025, the fee is $214.50.
- Replacement title: $20.
- Loan on the car: a lien is the lender's claim on the car until the loan is paid. Listing it adds $10. The old $5 lien processing fee was dropped on October 1, 2025.
- Applying in person: adds $5.
- Rush title: there is no expedited title on the state fee list.
- Timing: the title arrives by mail in about 4 to 6 weeks.
Sales tax: 5% plus where the car is kept
You pay 5% state sales tax, plus any county and city tax for the place where the car is customarily kept. That's not where you live or where the seller lives. Two examples:
- Madison / Dane County: 5.5% (5% state + 0.5% Dane County).
- Milwaukee: 7.9% (5% state + 0.5% Milwaukee County + 0.4% Milwaukee city + 2% Milwaukee stadium district).
- Private sale: tax is on the price, or on fair market value if the price is lower than that.
- Trade-in: lowers the taxed amount only when it's part of the same deal. Selling your old car separately doesn't count.
- Bought out of state: if you already paid at least 5% tax in another state, no Wisconsin tax is due. If you paid less, you pay the difference.
Is there a late fee for a Wisconsin title transfer?
No flat late fee. The law says the buyer must apply "immediately". It gives no number of days.
- Penalty: a forfeiture of up to $200. A forfeiture is a court fine, not a DMV fee. If the delay was meant to cheat, it can be up to $1,000 and up to 30 days in jail.
- The "30 days" you see online is the seller's deadline to tell the DMV about the sale. It is not the buyer's title deadline.
- The "$10 late title fee" you see online is really the late fee for renewing a registration. It is not a title fee.
For other states, see car registration late fees by state. The $10 Wisconsin figure there is the late renewal fee, not a title fee.
Plates, registration and wheel tax
- Plates belong to the owner, not the car. The seller keeps them.
- Moving your own plates: $0. There is no transfer fee.
- New plates: $12 for a standard pair.
- Registration: $85 a year for a car. It's flat, not based on weight or value. Electric cars pay $175 a year and hybrids $75 a year on top.
- Wheel tax: a yearly local fee added at registration, not a title fee. It's $40 a year in Madison and $40 a year in Dane County.
Wisconsin gift and family car title transfers
There are two different rules here, and mixing them up is the trap.
- Gifts: a true gift with no payment is tax-free for anyone, not just family. You file Form MV1 with a gift statement. The $214.50 title fee still applies.
- Family sales: a sale between spouses, or with a parent, stepparent, child, stepchild, in-law or son- or daughter-in-law, is exempt from sales tax. Siblings and grandparents are not on this list, so a sale to a brother, sister or grandparent is taxed.
- $0 title fee: only when the car passes on after the owner's death (Form MV2300). A living family member who buys the car still pays the full $214.50 title fee, even when the sale is tax-free.
Title fee and sales tax are separate questions. A transfer can be tax-free and still owe the title fee.
Forms
- MV1: Title/License Plate Application, the buyer's title form. On a dealer sale the dealer uses its own MV1.
- MV2300: Application for Title for a Decedent's Vehicle, the $0-fee transfer after a death.
- Seller's notice of sale: filed through the DMV's online "Seller's Notice of Sale" or by mail.
