The short answer
| Item | Oklahoma answer |
|---|---|
| Fees | Title $11 + transfer fee $17 + insurance fee $1.50 = $29.50 before any tax or registration. |
| Tax | Excise tax = Oklahoma's tax on a vehicle changing owner, paid instead of most sales tax. Used car: $20 on the first $1,500 + 3.25% of the rest. New car: 3.25%. Dealer sales also pay a 1.25% sales tax. |
| Deadlines | Two clocks. Excise tax: late after 30 days. Title and registration: within 2 months. Each has its own $1-a-day penalty. |
| Plates | Plates stay with the owner. You never get the seller's plate. |
| Typical total | $20,000 used car from a private seller, on time: $650.50 title-side; $746.50 with a 1st–4th year registration ($96). |
Oklahoma is a two-tax, two-clock state. A buyer pays the excise tax and, on dealer sales, a 1.25% sales tax. A late buyer can owe two different penalties on two different clocks. Many pages get one of these wrong: they say "30 days" to register, charge a flat 3.25% on used cars, or take a trade-in off the excise tax, which stopped on July 1, 2026.
Worked example: $20,000 used car from a private seller
The buyer pays $20,000. There's no trade-in and no loan. The buyer moves their own plate or gets a new one, and files on time on both clocks. The car is in its 1st to 4th year of registration.
- Excise tax (used): $20 + 3.25% × ($20,000 − $1,500) = $20 + $601.25 = $621.25, rounded to the nearest dollar: $621.00
- Certificate of title: $11.00
- Transfer fee: $17.00
- Insurance fee: $1.50
Title-side total: $650.50. With the 1st–4th year registration ($96.00): $746.50.
Shown separately, not in the total:
- 1.25% sales tax: $250.00 on $20,000 if it applied. It's not confirmed for private sales, so it's left out. It's shown here only for scale.
- Waste tire fee ("tire tax"): varies by vehicle. Not totalled.
- Licensed operator mail or service charges: not published as a figure. Not totalled.
Other cases (same $20,000 price):
- Other registration years, same $650.50 title-side: 5th–8th year ($86) $736.50; 9th–12th ($66) $716.50; 13th–16th ($46) $696.50; 17th year or later ($26) $676.50.
- Dealer sale, used: $621 excise + $250 sales tax + $11 + $17 + $1.50 + $96 = $996.50.
- Dealer sale, used, $5,000 trade-in: sales tax 1.25% × $15,000 = $187.50, so $934.00. The excise tax stays $621: a trade-in never lowers it.
- Dealer sale, new: excise 3.25% × $20,000 = $650 + $250 + $11 + $17 + $1.50 + $96 = $1,025.50.
- Late on the excise clock only (filed 45 days after the sale): 15 days × $1 = +$15.00. Title-side $665.50; with registration $761.50.
- Late on both clocks (30 days past the two-month deadline): excise penalty 60 days × $1 = $60.00, plus registration penalty 30 days × $1 = $30.00. Title-side $740.50; with registration $836.50.
- Most you can owe in penalties: excise $621.00 (the amount of the tax), registration $100.00.
- Gift from a spouse, or between a parent and child, with nothing paid (Form 794): excise $0. Title-side $29.50; with registration $125.50.
- Gift from a brother, sister, grandparent, aunt or uncle: not exempt, so the same as a sale: $650.50 title-side.
- Inheritance: excise $0. Title-side $29.50; with registration $125.50.
- New resident whose car was registered in their name in the old state for 60+ days: excise $0 and no transfer fee: $11 + $1.50 + $96 = $108.50, or $112.50 if the car needs the $4 VIN inspection. Under 60 days: excise applies on the car's value; we don't compute a figure.
- Oklahoma resident buying a car titled in another state: add the $4.00 VIN inspection. Title-side $654.50; with registration $750.50.
- Electric car under 6,000 lbs: + $110 DRIVE fee = $856.50 with registration; 6,000–10,000 lbs + $158 = $904.50. Plug-in hybrid: + $82 = $828.50; 6,000–10,000 lbs + $118 = $864.50.
- Duplicate title (lost or destroyed): $11.00, plus $1.66 if mailed.
The Oklahoma calculator below starts from a new $30,000 car from a dealer ($1,475.50: $975 excise + $375 sales tax + $11 + $17 + $96 + $1.50). Pick "Bought from a private seller" and enter $20,000 to get this guide's $746.50.
How much does a title transfer cost in Oklahoma?
The certificate of title is $11. At the counter you also pay:
- Transfer fee: $17. The statute line is $15; Service Oklahoma charges $17, and $17 is what you pay.
- Insurance fee: $1.50. You also show proof of Oklahoma liability insurance.
- Excise tax (below), and registration if it's due.
- VIN inspection: $4, only for a car last titled in another state (new cars excepted). It's not part of an in-state private sale.
- Waste tire fee: varies by vehicle; we don't total it.
- Loan (lien) paid off: lien = the lender's claim on the car. The release itself is $0 in Service Oklahoma's system. A new title without the lien listed is the $11 title fee. The official fee page lists no separate lien fee.
- Duplicate title: $11, plus $1.66 if mailed. Signatures must be notarized. Titles are mailed, not handed out at the counter.
- Electronic titles: since July 1, 2025, Oklahoma issues titles electronically. A paper title you already hold stays valid until the next transaction, when it converts.
How much tax do you pay on a used car in Oklahoma?
The excise tax is $20 on the first $1,500 of the price, plus 3.25% of the rest, rounded to the nearest dollar. A new car pays 3.25% of its value. On a $20,000 used car that's $621.
- Value = what you actually paid, as written on the bill of sale. It isn't book value, and the car's age doesn't lower it.
- Trade-ins: since July 1, 2026, the excise tax is on the full price. A trade-in lowers only the 1.25% sales tax.
- Every sale pays it. A used car pays the excise tax again each time it changes owner.
- Bought out of state? Oklahoma residents still owe Oklahoma excise tax.
The 1.25% sales tax. Cars that pay the excise tax are exempt from sales tax except 1.25% of the price, minus any trade-in. There's no city or county sales tax on cars. On a dealer sale it applies: $250 on $20,000, or $187.50 with a $5,000 trade-in. On a private sale it isn't confirmed: the law taxes sales by vendors, and Service Oklahoma's tax estimator doesn't split dealer and private sales. So we leave it out of private-sale totals and show it as a separate line.
How many days do you have to transfer a title in Oklahoma?
There isn't one day count. There are three steps and two clocks.
- Pre-register within 2 business days of the sale. The buyer or the seller submits the VIN, the year, make and model, the sale date, the buyer's details, and the plate details if a plate is moving over. You can do it online through Service Oklahoma's Navigate system or in person.
- Metal plate and 2 pre-registration decals on the car within 10 days. A dealer gives a 10-day paper tag. A private buyer gets the plate and decals by mail or in person when they pre-register.
- Full title and registration within 2 months of the sale, with the taxes and fees paid.
Clock 1, excise tax: 30 days. The excise tax is late from the 30th day after you get ownership or possession. The penalty is $1 a day, up to the amount of the tax ($621 in our example, not $100). This is the only 30-day clock.
Clock 2, title and registration: 2 months. If the car isn't titled, registered and tagged within two months, the penalty is $1 a day, up to $100.
The title statute still prints an older "30 days" sentence. It predates the 2024 change to the 2-business-day, 10-day and 2-month steps, so it isn't the deadline to plan by.
Breaking the title law is a misdemeanor: a fine of up to $500 the first time and up to $1,000 after that, with the car impounded until all taxes and fees are paid. For late renewals in other states, see car registration late fees by state; keep Oklahoma's two penalties separate from each other.
Plates and registration
Plates stay with the owner and never go with the car. You can't keep the seller's plate. You put your own Oklahoma plate on the car or get a new one. A passenger car has one plate, on the back.
- Moving your own plate doesn't restart the registration year. Your next renewal still falls on the car's original date, not 12 months after the transfer.
- No refund for unused registration. We found no unused-registration credit at a transfer.
- Registration is set by the car's year of registration, counted from its first registration in any state:
| Year of registration | Yearly fee |
|---|---|
| 1st to 4th | $96 |
| 5th to 8th | $86 |
| 9th to 12th | $66 |
| 13th to 16th | $46 |
| 17th or later | $26 |
These are the amounts Service Oklahoma charges. The registration fee is in place of all other taxes, so Oklahoma has no yearly property tax on a car. Motorcycles have their own tiers ($99 to $29), not covered here.
Electric cars and plug-in hybrids also pay a yearly DRIVE fee at registration: electric $110 (under 6,000 lbs) or $158 (6,000–10,000 lbs); plug-in hybrid $82 or $118. The statutes also still list a $100 / $30 "Motor Fuels Tax Fee", but Service Oklahoma doesn't say whether it charges both, so that fee is not available and isn't in any total.
There's no state safety or emissions inspection for passenger cars. The only inspection here is the $4 VIN inspection for cars from another state.
Is a gifted car tax-free in Oklahoma?
Only inside a short list. The excise tax doesn't apply to transfers with nothing paid between:
- husband and wife,
- parent and child,
- a person and a trust that they, or their spouse, child or parent, can revoke.
That's the whole family list. Brothers, sisters, grandparents, aunts, uncles, cousins and in-laws aren't on it, so they pay the full excise tax. Stepparents and stepchildren aren't named either. For a spouse or parent-child gift, use Form 794 (Family Affidavit). The car must be a gift: any payment makes it a sale, taxed on the price. A qualifying gift still pays the $11 title, $17 transfer and $1.50 insurance fees ($29.50).
Other transfers with no excise tax, per Service Oklahoma's fee page: dropping a name from a title (adding a name is taxed unless another exemption applies), moving a car between a trust and its trustee (copy of the trust needed), and a divorce decree giving the car to either former spouse (the decree must include the VIN). 100% disabled veterans can also be exempt, for one vehicle every three years.
Inheritance
No excise tax when a car passes from someone who died to the next owner with nothing paid, whether through probate, an estate, a living trust, a transfer-on-death designation or joint ownership. Only the excise tax is waived: the $11 title, $17 transfer and $1.50 insurance fees still apply ($29.50), plus registration.
New residents and out-of-state buyers
- Moving to Oklahoma: no excise tax if the car was owned and registered in your former state for at least 60 days before it had to be registered here. Under 60 days, the excise tax applies on the car's value. Car rental businesses don't get this exemption.
- Not an Oklahoma resident? A nonresident who buys here and titles and registers the car at home isn't charged Oklahoma excise tax. That's the usual reading of how the tax is levied, not a separate rule we found in the statute.
Seller's steps
- Paper title: the seller signs over the title on the back, with a statement of any liens, in front of a notary, and hands it to the buyer. (A transfer to an insurer after a total loss needs no notary.)
- Electronic title: the seller uses Form 718 (Bill of Sale of an Electronic Title): print it, fill it out, and have it notarized.
- Pre-registration: the buyer or the seller submits the sale within 2 business days (step 1 above).
- Dealer stock: these buyer deadlines don't apply to cars a used-car dealer holds for resale.
Forms
- 701-6: Application for Oklahoma Certificate of Title for a Vehicle.
- 701-7: Application for Duplicate Certificate of Title (notarized; $11, plus $1.66 if mailed).
- 718: Bill of Sale of an Electronic Title (notarized).
- 794: Family Affidavit (spouse or parent-child gifts only).
- 769: Vehicle Information Request (title history; in person or by mail).

- Odometer disclosure statement: for a 2011 or newer car when the title doesn't already carry the mileage. Form number not yet confirmed on Service Oklahoma's site.
- Pre-registration: online through Navigate; no numbered form.
