How much does it cost to transfer a car title in Iowa?
The title is the document that proves who owns the car. In Iowa the title costs $35 at the county treasurer's counter: a $30 title fee plus a $5 surcharge. The other fees are:
| Fee | Amount |
|---|---|
| Title | $35 |
| Lien (the lender's claim on the car until the loan is paid) | $20 for each lien |
| Replacement title (Form 411033) | $35 |
| Fee for new registration (one time) | $10 + 5% of the price |
| Registration | 1% of the list price + $0.40 per 100 lbs, each year |
Older pages that quote a $20 or $25 title fee are out of date.
Worked example: $30,000 new car from a dealer, 3,500 lbs, no trade-in, no lien
- Fee for new registration: $10 + 5% of $30,000 = $1,510.00
- Title: $35.00
- Registration (one full year): 1% of the $30,000 list price = $300, plus 35 × $0.40 = $14, so $314.00
Total: $1,859.00.
The Iowa calculator below starts from the same $1,859.00.
Your counter bill may be lower. The $314 above is a full year of registration. When you buy a car, the treasurer charges registration only for the months left in the registration year. So a car bought partway through the year costs less at the counter than this example. The example shows the most you would pay.
What is Iowa's one-time fee for new registration?
Iowa doesn't charge sales tax on a car. It charges a one-time fee for new registration instead: $10 plus 5% of the purchase price. It's usually the biggest line on the bill. You pay it once, when the car is titled in your name.
- Trade-ins: the value of a car you trade in is left out of the price. This works for dealer trades and for private trades, as long as the traded car was in the same name as the new one. Selling your old car separately doesn't count.
- Rebates: a manufacturer's cash rebate is left out too.
- Private sales: the fee is figured on the price on the bill of sale. Every transfer needs a bill of sale with the price, gifts included.
How many days do you have to transfer a title in Iowa?
You have 30 calendar days after the purchase. File at any county treasurer's office in Iowa.
During those 30 days you may drive the car without plates if the seller's registration was still current. Carry the signed title or the bill of sale and proof of insurance.
Iowa late penalties
Miss the 30 days and three separate penalties can apply. They add up; they don't replace each other.
| Penalty | Amount |
|---|---|
| Title penalty | $10, flat. It never grows. No title or registration is issued until it's paid. |
| Registration penalty | 5% of the yearly registration fee for each month late, at least $5. It keeps growing until you register. |
| Fee for new registration penalty | 10% of the one-time fee. On the $1,510 example, that's $151. |
What documents do you need?
- The title, signed over to you by the seller.
- The Application for Certificate of Title and/or Registration (Form 411007), signed by every owner. A lien goes on this form.
- A bill of sale (a short written record of the sale: buyer, seller, car, date and price). Required for every transfer, gifts included.
- An odometer reading for newer vehicles.
- Payment for the title, the fee for new registration, the registration and any lien fee.
Registration and plates
Registration is paid every year. It's 1% of the car's original list price plus $0.40 for each 100 lbs. It drops as the car ages:
- More than 7 model years old: the price part drops to 75%, with a $50 minimum.
- More than 9 model years old: the price part drops to 50%, with a $50 minimum.
- 12 model years or older: a flat $50 a year.
Plates stay with the owner. The seller takes the plates off and returns them to the county treasurer. You get plates in your name when you register.
Selling or trading your old car? You can get a credit for the unused months of its registration toward your next car. Claim it within six months. A credit under $10 isn't given.
Electric and hybrid cars
- Electric: $130 a year on top of registration.
- Plug-in hybrid: $65 a year on top of registration.
- Regular hybrids pay neither.
There is no extra EV charge at purchase. An electric car pays the same $10 + 5% one-time fee as any other car.
Family sales, gifts and inheritances
- A family sale is not exempt. If a relative sells you the car for money, you pay the full $10 + 5%, the same as any sale.
- A gift is exempt, from anyone, when nothing is paid. You file an affidavit with the county treasurer. The $35 title and the registration still apply.
- An inheritance is exempt.
- The only family break: when a car passes between a spouse, parent or child, you get a credit for the unused months of their registration. It must be registered within the 30 days.
New residents
- Deadline: title and register within 30 days of moving to Iowa, even if your old plates are still valid.
- One-time fee: none if you bought the car for use in the state you moved from. If you paid a smaller tax there, you pay only the difference.
- You still pay: the $35 title, $20 for a lien if there is one, and the yearly registration.
