The short answer
For a car with a $30,000 manufacturer's base retail price, Arizona registration costs $513.50 in the first year: $504 of Vehicle License Tax, an $8 registration fee and a $1.50 air quality fee. When you also need a new title ($4) and a plate ($5), the first-year bill is $522.50. The Vehicle License Tax drops every year, so the same car renews for $445.17 in its second year and $265.42 in its fifth. Arizona has no county registration fee.
What's in the bill
| Charge | Amount | When |
|---|---|---|
| Vehicle License Tax (VLT) | Based on the base retail price and the registration year (see below) | Every year |
| Registration fee | $8 (car, SUV, van or truck); $9 (motorcycle) | Every year |
| Air quality fee | $1.50; electric vehicles don't pay it | Every year |
| Title fee | $4 | Only when a title is issued |
| License plate | $5 | Only when a new plate is issued |
The fees come from ARS 28-2003 and the air quality fee from ARS 49-551.
How the Vehicle License Tax works
The VLT is not based on what you paid or on what the car is worth today. Under ARS 28-5801 it starts from the manufacturer's base retail price:
- In the first registration year, the taxable value is 60% of the base retail price.
- Each later year, that value drops by 16.25%.
- The tax is $2.80 per $100 of value in the first year and $2.89 per $100 after that.
- The minimum is $10 a year.
On a $30,000 base price: 60% is $18,000, and $18,000 ÷ 100 × $2.80 = $504. In year two the value is $18,000 × 0.8375 = $15,075, and $15,075 ÷ 100 × $2.89 = $435.67.
These are the VLT amounts our calculator gives for three base prices:
| Registration year | $20,000 base price | $30,000 base price | $45,000 base price |
|---|---|---|---|
| Year 1 | $336.00 | $504.00 | $756.00 |
| Year 2 | $290.45 | $435.67 | $653.50 |
| Year 3 | $243.25 | $364.87 | $547.31 |
| Year 4 | $203.72 | $305.58 | $458.37 |
| Year 5 | $170.62 | $255.92 | $383.88 |
| Year 6 | $142.89 | $214.34 | $321.50 |
| Year 8 | $100.22 | $150.34 | $225.50 |
| Year 10 | $70.30 | $105.45 | $158.17 |
The MVD holds the official base retail price for each vehicle, so your bill can differ from these figures by a few cents of rounding. If you don't know the base retail price, our calculator shows the VLT as not available rather than guessing it from the purchase price.
Worked examples
| New gasoline car, $30,000 base price, new title and plate | New electric car, same price, first registered 2026 | Same gasoline car, year 2 renewal | Same gasoline car, year 5 renewal | |
|---|---|---|---|---|
| Vehicle License Tax | $504.00 | $504.00 | $435.67 | $255.92 |
| Registration fee | $8.00 | $8.00 | $8.00 | $8.00 |
| Air quality fee | $1.50 | – | $1.50 | $1.50 |
| Title | $4.00 | $4.00 | – | – |
| License plate | $5.00 | $5.00 | – | – |
| Total | $522.50 | $521.00 | $445.17 | $265.42 |
All four totals match our Arizona calculator. If you buy from a dealer, sales tax comes on top; it depends on your combined rate, which the calculator asks you to enter.
Electric and alternative fuel vehicles
Arizona used to give alternative fuel vehicles a much lower VLT. Under ARS 28-5805 that reduced rate now applies only to vehicles first registered in Arizona before 2023: 1% of the base price for those first registered before 2022, 20% for those first registered in 2022, taxed at $4 per $100 with a $5 minimum. An electric car first registered in 2023 or later pays the normal VLT, the same as a gasoline car of the same base price. The one difference is that electric vehicles don't pay the $1.50 air quality fee. Arizona has no extra electric vehicle fee in the statutes our calculator uses.
Trucks and motorcycles
- Private pickups of 3/4 ton or less that aren't used for a business pay exactly what a car pays (ARS 28-5432).
- Commercial trucks add a $4 commercial registration fee and a gross weight fee by declared gross weight: $7.50 up to 8,000 lbs, $234 at 24,001 to 26,000 lbs, $918 at 75,001 to 80,000 lbs (ARS 28-5433). Above 80,000 lbs is not available in our table. A new commercial truck declared at 24,001 to 26,000 lbs with a $30,000 base price comes to $760.50 in its first year with title and plate.
- Motorcycles pay the same VLT as a car of the same base price, a $9 registration fee and the $1.50 air quality fee. A new $30,000 motorcycle with title and plate: $523.50.
Sales tax is separate
When you buy from an Arizona dealer, the dealer collects the state's 5.6% transaction privilege tax plus county and city tax, on the price less any trade-in (Arizona Department of Revenue). The combined rate depends on the location, so our calculator asks you to type it; left blank, the tax shows as not available. A private sale between individuals in Arizona isn't taxed. Sales tax is paid once, when you buy; it isn't part of the yearly registration.
Emissions tests and late renewals
Vehicles in the Phoenix and Tucson areas may need an emissions test before renewal. The common OBD test is $16.15, paid at the test station, not to the MVD, so it's not part of the registration total (myAZcar.com, run for ADEQ). The five newest model years, motorcycles, electric vehicles and vehicles from 1966 or older are exempt. Renewing late adds $8 for the first month and $4 for each further month, up to $100 (ARS 28-2162). Driving an unregistered vehicle on a highway is a separate $300 civil penalty (ARS 28-2532), a court penalty rather than an MVD fee.
What this guide doesn't cover
Two-year and five-year registrations, farm plates, trailers, vehicles over 80,000 lbs, specialty and personalized plates, and use tax for new residents bringing a vehicle they already own. Frequently asked questions
How much does it cost to register a car in Arizona?
On a car with a $30,000 base retail price, $513.50 for the first year ($504 Vehicle License Tax, $8 registration, $1.50 air quality fee), or $522.50 with a new title and plate. The cost falls every year as the Vehicle License Tax drops.
Is the Arizona Vehicle License Tax based on what I paid for the car?
No. It's based on the manufacturer's base retail price: 60% of it in the first year, reduced by 16.25% each year after. The price you paid only matters for sales tax.
Does Arizona charge a county registration fee?
No. The registration fees are the same statewide. Location only affects the sales tax rate on a dealer purchase and whether you need an emissions test.
Do electric cars pay less to register in Arizona?
Only $1.50 less: they don't pay the air quality fee. An electric car first registered in Arizona in 2023 or later pays the same Vehicle License Tax as a gasoline car with the same base price.
Is there still a $32 public safety fee in Arizona?
No. It was repealed on July 1, 2021, and isn't in the current fee list in ARS 28-2003. Our calculator doesn't add it.
