The short answer
It depends on which state you call home:
- Stationed in Texas, resident of another state: you may keep your home state's registration and plates. You must keep that registration current. You're allowed, but not required, to register in Texas.
- Texas resident stationed outside Texas: keep your Texas title and renew as usual. If the car is out of state and can't get a Texas inspection, you can self-certify that it's out of state and still renew online, by mail or in person.
- Making Texas your home: you register like any new resident and pay the same fees and taxes. Texas has no military exemption from vehicle tax.
Stationed in Texas with out-of-state plates
TxDMV says that if you're temporarily stationed in Texas, you may keep the registration from your home state. Keep it current: renew with your home state on time. If you later decide Texas is your permanent home, you need to register the car here.
Texans serving outside Texas
You keep your Texas title and must keep the Texas registration up to date. When it's time to renew and the car is outside Texas:
- Renew using the out-of-state self-certification option, online, by mail or in person. Your county tax office can tell you its requirements for out-of-state renewals.
- You're still charged the state's share of the inspection fee at renewal: the $7.50 inspection program replacement fee, plus the emissions fee if your county has one. TxDMV says active-duty military can get this fee refunded with a form from a TxDMV Regional Service Center.
- Your record gets a remark that an inspection is still due. Get the car inspected within 3 days of returning to Texas and keep the inspection report in the car.
Update your address with TxDMV so the renewal notice reaches you.
Stationed in another country
If you're a Texas resident on active duty overseas and the car is registered under a status of forces agreement, by your branch of service or by the host nation, that registration stays valid in Texas for up to 90 days after the car returns (Transportation Code 502.090). You can also get a Texas title without Texas registration ("title only"), with a letter from your unit commander or the military or host-nation registration receipt (502.457). A receipt not in English needs a translation and the translator's affidavit.
Registering in Texas as a new resident
TxDMV's military packet lists these steps:
- Get insurance that meets Texas minimums. You'll need the declarations page.
- In the 17 emissions counties, pass an emissions inspection and get a Vehicle Inspection Report. Elsewhere, self-certify the VIN on Form 130-U.
- Bring proof of military service or your Leave and Earnings Statement (LES), plus a government-issued photo ID.
- Fill in the Application for Texas Title and/or Registration (Form 130-U). For registration only, with no Texas title, bring your current out-of-state registration and tick "Registration Purposes Only".
You can title and register by mail with your local county tax office. Someone else can do it for you with a Limited Power of Attorney (Form VTR-271).
Deadline: TxDMV's New to Texas page gives new residents 30 days from moving to register. Its For Our Troops page says 60 days. We use 30 days, the shorter and safer figure; check with your county tax office if you need more time.
Fees
| Fee | 2026 amount |
|---|---|
| Registration, passenger car or light truck (6,000 lbs or less) | $50.75 |
| Insurance verification fee (DPS) | $1.00 |
| County local fees | $0 to $21.50 in 2026, by county |
| Inspection program replacement fee | $7.50 |
| Emissions fee, state share (emissions counties only) | $2.75 |
| Processing and handling | $4.75 |
| Title application fee | $28 or $33, by county |
| New resident tax | $90 |
TxDMV's military pages still show the state inspection share as "up to $30.75"; the Texas Department of Public Safety says it has been a $7.50 replacement fee since January 1, 2025, when safety inspections ended for non-commercial vehicles. We use the DPS figure, as on our Texas calculator.
Example: a new resident registering in Coryell County
A car already registered in your name in another state, registered in Coryell County (county local fees $10, no emissions test):
| Registration | $50.75 |
| Insurance verification fee | $1.00 |
| County local fees | $10.00 |
| Inspection program replacement fee | $7.50 |
| Processing and handling | $4.75 |
| Title application fee | $28.00 or $33.00 |
| New resident tax | $90.00 |
| Total | $192.00 or $197.00 |
Our Texas calculator gives the same figures for any county with the "new resident" option.
Taxes for military members
- No military exemption. The Texas Comptroller says U.S. and most foreign military personnel pay motor vehicle sales and use tax like anyone else. The exception is foreign military personnel attached to NATO, their dependents and NATO's military-employed civilians.
- New residents: the $90 new resident tax replaces use tax when the car was already registered in your name in another state or country.
- Buying in Texas: 6.25% motor vehicle sales tax. See Texas car sales tax.
Other military services
- Military status on your record: when you register or renew, you can choose to record that you're a member of the armed forces, using Form VTR-217 (Voluntary Disclosure of Military Status).
- Military license plates are available, and disabled veterans can apply for disabled veteran plates or placards with Form VTR-615. TxDMV's Military License Plates brochure lists the plates and who qualifies.
Questions
Do military members have to register their car in Texas?
Not if you're stationed in Texas but your home is in another state: you may keep your home state's registration as long as it's current. You must register in Texas only if you make Texas your permanent home.
How do I renew my Texas registration while stationed out of state?
Renew online, by mail or in person and self-certify that the car is out of state. You'll still be charged the state's inspection fee, which active-duty members can get refunded through a TxDMV Regional Service Center. Get the car inspected within 3 days after you return to Texas.
Do military members pay sales tax on a car in Texas?
Yes. The Comptroller says U.S. military personnel pay Texas motor vehicle sales and use tax. A new resident bringing a car already registered in their name pays the $90 new resident tax instead of use tax.
What do I need to register my car in Texas as a service member?
Proof of insurance, an emissions inspection report if your county requires one, proof of military service or your LES with a government-issued photo ID, Form 130-U and your out-of-state title or registration.
