How much does it cost to transfer a car title in Rhode Island?
The title is the document that proves who owns the car. In Rhode Island it costs $53.50: a $50 title fee plus the $3.50 technology surcharge the DMV adds to its transactions. The price is the same for a new title, a transfer, a duplicate and a salvage title.
| Fee | Amount |
|---|---|
| Title (new or transfer) | $53.50 |
| Duplicate title | $53.50 |
| Security lien statement (recording the lender's claim) | $53.50 |
| Registration, car up to 4,000 lbs, two years | $103.50 |
| Moving your registration to another car | $15 |
Since January 1, 2024, every vehicle gets a Rhode Island title, whatever its model year.
Worked example: $30,000 gasoline car from a dealer, up to 4,000 lbs
- Sales tax: 7% of $30,000 = $2,100.00
- Title: $53.50
- Weight fee, two years ($30 a year): $60.00
- DOT surcharge, two years ($20 a year): $40.00
- Technology surcharge: $3.50
Total: $2,257.00.
The Rhode Island calculator below starts from the same $2,257.00. That total assumes:
- A full two-year registration. A new registration is prorated by date, so your first one may cost less.
- No dealer document fees. If the dealer charges them, they're taxed too.
- Inspection not included. It's paid to the inspection station.
- A gasoline car. A hybrid adds $100 over the two years, a plug-in hybrid $200 and an electric car $400.
How many days do you have to transfer a title in Rhode Island?
Rhode Island law sets no day count. It says the buyer must apply for the title "promptly" after getting the car.
The deadline with money behind it is the tax deadline. The 7% sales tax must be paid before you register, or by the 20th of the month after the month you bought the car, whichever comes first. It's due by that date even if the car isn't registered yet.
There is no late title or registration fee. Paying the tax late adds a penalty of 10% of the tax, plus interest. On the $2,100 tax in the example, the penalty alone is $210.
Rhode Island sales tax on a car: 7%
The rate is 7%, with no local add-on. Unusually, the buyer pays it directly. Dealers don't add it to the bill. You pay it at the DMV when you register, or at the Division of Taxation before the due date. You can't register the car until it's paid.
Buying from a dealer
- The taxable price includes the dealer's document and title-prep fees, and any accessories.
- The trade-in value of a passenger car comes off first. Trading in a truck toward a car gets no deduction.
- Manufacturer rebates also come off.
Buying from a private seller
The tax is 7% of the higher of the sale price or the car's NADA retail value (a used-car price guide). If the car sold for $30,000 but books at $32,000, the tax is $2,240 and the total $2,397.
If you think the book value is wrong, you have 30 days from paying the tax to appeal to the Division of Taxation.
Taking over someone's car loan counts as a private sale, so tax is due before you register.
Family sales and gifts
Family sales
Rhode Island's tax law exempts a private sale to your spouse, mother, father, brother, sister or child. Step-relatives aren't on that list.
Gifts
A gift is tax-free if tax was already paid on the car. The DMV's paperwork depends on who gives it:
- Immediate family, which the DMV defines as parent, step-parent, sibling, step-sibling, spouse, child or step-child: a signed gift letter.
- Anyone else: a signed and notarized gift letter plus a gift affidavit.
One trap: a car bought new so that it can be "gifted" is not tax-free. Tax is due on the price paid, whoever the car goes to.
Cars passed on through an estate register without tax.
Registration: a two-year term
Rhode Island car registrations run for two years. For a car up to 4,000 lbs:
- Weight fee: $30 a year ($60 for two years). Heavier cars pay more: $40 a year at 4,001 to 5,000 lbs, $48 at 5,001 to 6,000 lbs.
- DOT surcharge: $20 a year ($40 for two years). It went up from $15 on January 1, 2026.
- Technology surcharge: $3.50.
Total: $103.50 for two years. A renewal costs the same.
Electric and hybrid cars: new fees in 2026
Since January 1, 2026, Rhode Island adds a yearly fee on top of the normal registration:
| Type | Per year | Per two-year registration |
|---|---|---|
| Battery electric | $200 | $400 |
| Plug-in hybrid | $100 | $200 |
| Hybrid (including mild hybrids) | $50 | $100 |
Plates
Plates stay with the owner, not the car. When you sell, you give the buyer the signed title and a bill of sale, and keep your plates. When you buy, you can move your plates to the new car.
Moving your registration to another car costs $15. If the new car's registration costs more, you also pay the difference.
Inspection
A used car must pass a safety and emissions inspection within 5 days of registering, then every two years. Missing it can get the registration suspended. Brand-new cars get their first inspection within two years or 24,000 miles. The fee is paid to the inspection station.
New residents
- Deadline: 30 days after moving to get a Rhode Island title and registration.
- You need the original title (ask your lender for it if they hold it; the DMV won't), a VIN check from your local police department, and Rhode Island insurance.
- Tax: a car bought out of state for use in Rhode Island owes the 7% use tax before it can be registered.
What documents do you need?
- Application for Registration (TR-1) and the title application.
- The title signed over by the seller, and a bill of sale with the price on a private sale.
- From a dealer: the dealer sales tax form (T-336-1), and the certificate of origin for a new car.
- Rhode Island insurance, your license or ID, and the car's gross vehicle weight rating (on the driver's door jamb).
- A police VIN check if the car was titled or registered in another state.
